As maladjusted orphan Jesse vandalizes a theme park, he is raised with adoptive parents and is required to operate at the park to atone for his actions. Willy, a young Orca whale who has been estranged from his mates, joins him there. They establish a connection after sensing kinship and, with the aid of kind whale trainer Rae Lindley, create a tricks routine. Dial, the selfish park boss, soon learns of the pair and devises a scheme to benefit from them.
