Terrence McDonagh, a sergeant with the New Orleans Police Department, is awarded a badge and promoted to lieutenant for his bravery during Hurricane Katrina. McDonagh injures his spine as a result of his bravery and gets hooked to opioid painkillers. He later becomes entangled with a heroin lord who is accused of killing an African immigrant family.
