The only thing they share in common is the annual Wind Festival in Fula City, which brings together a young runner whose running days might be behind her, a compulsive thief, a timid academic, a disgruntled old lady, and a little girl with a huge secret. The festival honors the legendary Pokémon Lugia, who is responsible for bringing the breeze that keeps this seaside city running. When a set of attacks puts the festival, as well as the residents and Pokémon of Fula City, in danger, Satoshi and Pikachu would need to work together to save the day!
